BatteryChina charger for Nikon D3

This webpage http://www.batterychina.cc/nikon-d3-charger-pack-71808.html describes a compact, 1 battery charger for the D3. It appears to work off a 12V cigarette lighter outlet as well as AC wall power. All this for $36, plus shipping!
This would be a great tool for travelers.
Does anyone have this unit? Or dealt with this company? Or is it just another scam?
