If shooting at f/22, is a fast 1.8 lens still considered fast?

Canon's EOS 20D from 2004 specifically states that it has sensors that AF with f/2.8 and faster lenses - its on page 68 of the owners book - and this wasn't even a high end camera

Yet some people here think that all of Nikon's cameras cant see anything faster than f/5.6 - Not the D3x not the D700 not the D700 - none of these cameras have an AF system that is as sensitive to light as the EOS 20d - - - -

I mean they really think that Nikon wouldn't design any of the sensors in any of their cameras to function with fast glass?
