You do not need a "fast" lens to shoot at f22 - but equally there is no reason not to use a fast lens at f22 - especially if you want maximum depth of field.

Maximum available image quality falls at f22 but can still be good. f16 usually has better image quality - and can be better than f2 or f2.8
