bicubic is the way you should do it. don't compare "resizing" and "viewing" at 25%. viewing at 25% only displays you 1 out of 16 actual pixels. so only compare the final images at 100%. i havent tried bilinar resizing but (even if sharper) you will loose information as the new (resized) pixels are not a calculated information of all surrounding pixels but a simpler processing only (that skips the information of some surrounding pixels AFAIK). in other words: for resizing in any direction bilinear is the way to go. try using unsharp mask after resizing if you prefer crisper images...
