Question on Fukushima

Fukushima has been generating 40 yrs (pardon me if I'm wrong) of clean energy but now amassed a huge bill. I just wondered if the last 40 yrs were to rely on conventional fuel, will the cost be much cheaper than the estimated bill which they have amassed it now and still counting. Of course I'm saying this now on hindsight and nobody will ever forsee the life span for Fukushima to be merely 40 yrs. Just for curiosity and academic. Any expert advise?
