Help with opening jpeg files?

When you right click on an image, select open with >
choose the program you want to use to open this file, the tick that I could put in the box “always use the selected program to open this kind of file” is blocked. So when I click on any jpeg file now, it opens in Paint and I cannot change it.
Can I please get some help from the IT gurus?
