The Olympus-cameras write exactly the same RAW-levels in ISO100 and 200 when the same exposure is used. The RAW-converter is responsible to apply a tone-curve that leads to the correct brightness for each ISO.

The usual way of the "digitally pushed" ISOs is to multiply the output of the ADC to get the desired ISO and write the result in the RAW-file.
