Is it true? Do budget UV filters degrade quality?

This is all good and well for DSLRs, but on compacts even a couple specks of dust on the surface of the lens are visible on the LCD under certain situations.

If you have a UV filter, and its dirty, don't bother using it on a compact. I mounted a dirty polarizer and as I rotated it on my 6 year old camera, I could see the dust swirling around on the 2.2 inch, 153k dot LCD monitor :O. Disgusting.
