Help with noise

I'm using silkypixs and seem to have more noise then I want. I'm curious if LR3 will be a better program for my PP needs. Most people seem to think so but it's a lot of money which is tight right now. Is anyone willing to see what they can do with this tiff file.

This is what I managed with SP. I'm just wondering how much better I can do with either the proper tools or work flow. I'm still new to all this and only know the basics at this time.
