Drop the polarizer unless you are shooting very close to the water.

Switch camera to spot metering and aim it near the sun reflected in the water; use that reading with AE lock or by switching to manual mode.

If there is a major difference in brightness between the ground and the sunset you might want to use a graduated neutral density filter to even things out.

You now have a background (sky) and a middleground (water). To make the photo interesting you will also need to place something in the foreground- for example by shooting from a prone position and capturing the beach or by having people silhouetted.

In Photoshop create two curves layers with masks. One for the sky and one for the rest of the image. Go crazy with the sky curve and do minor fixes with the other one.
