Upgrading to the 60D should I get body only or w/18-135 ?

I have a Canon XTi and a Sigma 17-70, 2.8-4.5 ( no IS) as well as a canon 55-250 w/IS. My main uses are for indoor sports (high school basketball) i.e. not the best lighting(I use the 17-70 for this) and also outdoor sports and for general photography and nature/landscapes.

My main goal is very sharp pictures and for the sports stop action hence the higher frame rate of the 60D.

Given this do you think the 18-135 Canon lens w/IS will give me sharper pictures than the sigma 17-70 I have now?
I know the IS will help here.

Or should I save the $300 for the lens and put it towards a better lens? (I am not looking to spend over $500 on a lens so the Canon L series is out of the question)
Any suggestions on a better lens in the same zoom range as the Canon Kit lens?
