Can a photographer be charged with aiding and abetting in a crime?

I know that you cannot be arrested for not reporting a crime.
If a woman is beaten by her husband which is a crime, but does not report it to the police, she cannot be arrested for not reporting that crime.
But if a photographer who stands by and watch a crime in progress, such as someone damaging property while taking pictures of it and then later walks away and talks with those people committing that crime, can that photographer be charged with aiding and abetting in that crime?
If someone is damaging property with graffiti and a photographer who comes upon it takes pictures of the graffiti which makes the person want to create more pictures of graffiti in order for the photographer to photograph more, can that photographer be charged with aiding and abetting in a crime? Just wondering what people's thoughts are on this, since you see so much graffiti being photographed.
