100% viewfinders

I was surprised the 60D didnt get a 100% viewfinder, which got me wondering why this isn't a common feature on all crop DSLRs.

Is a 96% viewfinder really so much cheaper manufacture than a 100% or is it just marketing promotion for upper-level products?
