Circular polarizer filter

Ive recently bought a circular polarizer. Obviously the one section of the filter rotates. Is there any specific position that this section should be rotated to. I have noticed that there are two lines on the rim. Should these be lined up in any way. eg 90 degrees virtical or horizontal?
