Lumix G 14 mm F2.5 Lens - why..?

I wonder why Panasonic thought that a 28mm (equiv), rather than a far more useful 24mm prime, was a great idea? 28mm is already accomodated on the standard kit lens, but to get 24mm (from the Pany range at least) one has to go to the expensive and potential not as fast 7-14mm zoom.
