If you're not going to specifiy whether you're talking about light intensity (which affects exposure) or total light gathered (which affects noise) then the statement has no meaning.

Light intensity is the same. Total light gathered is not. The latter depends on the sensor size and f-stop equivalents are a very handy shorthand for estimating what lens you'd need when switching platforms to get similar low light capability and dof all with the same simple calculation you use for FL.
