A low power pre-flash is used to meter the exposure and then the camera instructs each flash to set the power level according to the ratios set by the user and the results of the pre-flash metering.

When using groups, a separate pre-flash is used for each group so the camera takes 3 separate exposure readings (one for each group A,B,C) and then calculates the power needed for each group.

The net result is the same - unless the flashes are in line of sight, the information on what power they should use cannot get to them.
