Hi,
I second Dan Tong's insight namely:

  1. CPU- Quad core or higher. AMD is much more cost-effective than Intel (ALL my PCs in the last 25 years have been AMD-based for that reason).

  2. At least 6GB RAM , even more if you have large photo files (e.g., 18 MPixel or more), or intend to process several photos simultaneously (panos, HDR and the like).

  3. Be advised that you'll need a 64b version of your operating system to access (and use..) larger than 3 GB RAM..
