Best high ISO on DSLR's under $1000 suggestions

I have read many of the DSLR reviews posted here on DP. I have checked the "compared to" sections, but I still haven't been able to come up with the answer. I'm looking for an entry level DSLR with the best high ISO performance, regardless of the lens mount. I know that none of these entry level DSLR's come close to their higher end siblings in terms of high ISO performance, but many of them use very similar sensors.

Which entry level DSLR (under $1000) performs best at ISO 800, 1600 or 3200?
