First Time Buying Editing Software (Elements 8 Okay)?

I'm going to buy my first DSLR in a few more weeks and I'm starting to look into what editing software I should start out with. Do you think that Adobe Photoshop Elements 8 would be a good first choice? I would describe myself as a serious amateur. I don't have any aspirations to do this professionally but I still want to produce the best images I can. I plan to take online and local courses in photography plus other training opportunities that are available locally to learn as much as I can.

I don't want to spend $700 for CS5 but I'm willing to spend $300 on Lightroom 3 if it's a big improvement over Elements 8. For a newbie, I'm guessing Elements 8 would make the most sense but I don't really know for sure.

My PC is five years-old and meets the system requirements for Elements 8 just fine but just barely meets the requirements for Lightroom 3 (I have a Core 2 6600 2.4GHz processor, 2GB RAM, 1900X1200 monitor, 500GB HD, and an nVidia GeForce 7950 GT video card with 512 MB of RAM).

I'm sure many people who've been editing for years went through this same dilemma so thanks in advance for any advice or suggestions.
