That's my guess. Can you think of a better use for this than spy photos? Maybe a new generation of the Hubbell telescope? Anyway, I agree that given the cost to produce the sensor and the incredible cost of the custom lenses require to cover that large of an image area, governments are the only likely customers.

see below. this sensor fits into any regular 8x10 view camera with regular lenses.
