Remember, you have three selections to choose from to sync photos to the iPhone or iPad: Aperture, iPhoto or Folder.

Just create a folder on your computer, put all your photos there that you want synced to the iPhone and/or iPad and choose that folder to sync in iTunes. You select that folder by clicking the "Photo" tab for each device. Any photos you add afterward will be added to the devices the next time you sync.

Of course if you want any photos, taken with the iPhone or iPad (with an attached camera) or uploaded to the iPad from a camera or card reader, to appear in the folder for syncing, you'll have to import them into that folder using iPhoto or Apeture.
