Is ACDSee Classic still the fastest image viewer???

I've been using ACDSee Classic v2.43 since forever... And from what what i've tried, it still seems to be the fastest image viewer available!

ACDSee can scroll forwards and backwards thru my images blisteringly fast with the mouse wheel.

ACDSee obviously lacks so many new features like EXIF tag info and raw support... And something I've wanted for ages, a customisable background colour in thumbnail view (i.e. black please!)

Does anyone know of anything quicker???
