It makes sense. Two DIMMs on each controller provide more loading, compared to a single DIMM, and this will impact timing, and hence the speed needs to be reduced in order for Intel to be able to guarantee operation over some temperature range and various DIMM suppliers.

This doesn't mean that it won't work if you have good cooling (timing slows down an higher temperatures), it just means that Intel can't guarantee it.
