upgrade lens or body?

I have a canon 40d and the canon 70-300 DO (4.5-5.6) lens and am trying to improve my bird in flight shots
The lens is wide open at f4.5 upto about 100mm where it is f5 and at about 180mm becomes f5.6 my question is:
I feel the need to get a brighter lens for catching birds in flight, one option is to get a 70- 200 f2.8L (i already have a kenko 1.4) so i can get close to my 300mm length. But, i wonder what you all think to upgrading the body instead to a 7d, thinking that i could use my 70-300 at just the 180mm (f5) and crop the image to get closer (seeing as i would have 18mp to play with rather than 10mp), also i am led to believe that the 7d can be used at higher iso without it impacting on the graininess of the shot so much - i feel the images on my 40d are not useable at 800iso, maybe i can gain shutter speed by using a 7d at 800iso or even 1600iso without losing quality?
