Canon 18-135mm or 28-135mm USM?

I want to buy a lens to go around with with a wide range. Since I don't really favor changing the lens,but still have a limited budget I've two options in mind:
Canon 18-135mm IS 3.5-5.6/f
Or
Canon 28-135mm USM IS 3.5-5.6/f

I would love to hear of your experience with these two, which you recommend and why.
