Lets look at those program lines a bit closer.
Action = sets the widest aperture to get a fast shutter to freeze movement.

Depth-of-field = sets a small aperture, long shutter, to give long depth-of-field.

MTF-program = gives priority to the best aperture of the lens, the aperture that gives best resolution and contrast in the center of the image.
Standard = general program for aperture and shutter.

I don't really see how those would work with Av or Tv.

If you want full green button funtionality, then use P-mode. P mode is Av and Tv in one mode. You turn aperture and camera selects shutter, or you turn shutter and camera selects aperture. When you press green button the camera sets both aperture and shutter (P-mode) after the bias selected by the program line.
