flash output control

I'm pretty inexpert when it comes to my use of flash, particularly fill flash. Here's my question:

In sunny days, with dappled light, I want to capture action shots, and make sure that faces are lit. (Think kids jumping into the pool that is partially shaded.)

I want fastest shutter speed w/out having anything blown out. I actually tried to adjust the output of the flash manually, on the flash itself. (I had cut the output 1 to 2 stops.) Would it have been better to make that adjustment on the camera itself, and let the flash alone? Are there advantages to either way?

Equipment: Canon 30D, Sigma 50-150, Canon 580 ex II flash.
