Why?

It will work, but the effect is different.

If the order is camera | 12mm tube | 1.4x teleconverter | macro 1:1 lens

the teleconverter will multiply the lens magnification (making it a 1.4:1 140/4 macro lens) and the tube will add a little more magnification (at the cost of a little working distance) - about 0.08x. So, you'll end up with, roughly, a 1.5:1 magnification with a little less working distance.

If the order is camera | 1.4x teleconverter | 12mm tube | macro 1:1 lens

the teleconverter will multiply the extension (equivalent to a nearly 17mm tube) instead of the lens' magnification/focal length/aperture. This combination will provide a 1.17:1 magnification and 'eat' a lot of working distance.

It's a better option to follow the first order: more magnification and a longer working distance. But Canon's TC won't work.
