Photoshop CS5 and "Float All Windows"

Any way to make this a default? I always use multiple photos for processing (blending with masks). This wasn't an issue with CS3. When dragging and dropping in CS3 Photoshop always created a floating window for each file. With CS5 it seems it always does not create floating windows. You have to go to "Window--> Arrange--> Float all windows" to make this happen. I've created a keyboard shortcut (Shift/Control/A) but that's a pain in the $ss but you must do this EVERY time you drag and drop images. I shouldn't have to do this. I have not yet found a way to make the "Float All Windows" the default.
Any suggestions?
