I think the answer to this depends greatly on how serious your friend is about photography and what they want to photograph. For example if they want to photograph a growing family indoors, I'd say d90/18-105 kit with a 35 f1.8 and sb600. If they want to shoot outdoor action during the day the d90/18-105/70-300 should still be available with the big nikon instant combo discount which puts it right around the price tag and is a great value as well. If they're REAL serious about it perhaps a D90 and 16-85 or the tamron 17-50 f2.8 or something of that ilk... Buying the right equipment for what they want to do will give them the biggest jump start to taking great photos.
