How low are the light levels that we're talking about? I've been down to ISO 6400, 1/60th at f/4 with no significant decrease in frame rate.

It has nothing to do with a slow shutter speed..

In low light, the 7D shoots at 3 fps no matter what.

Try for yourself, set your camera to M, 1/1000 shutter speed f/whatever. Set your lens to manual focus and burst speed to high. Now go somewhere dark & try to get 8fps. You can't, no matter what your custom functions are set at.

You can even play with your light switch while in burst mode.. Lights off - 3fps, lights on 8fps, off, back to 3fps. This with everything set to manual and a shutter speed of 1/1000th (or faster if you like)
