3. What is the practical advantage to stacking multiple shorter exposures, rather than taking one long exposure? I'm referring to the Milky Way shot.

Stacking photos can help in cleaning-up images by reducing noise and effect of atmosphere blurt. However, it is not alternative to long exposures. The only way to make distant deep-sky object appear is to gather more light by increasing exposure (either by increasing exposure time, bigger lens or to some extent pushing sensitivity of the sensor).

Well for this type of wide field photos atmosphere blur is not a big issue. Stacking can help a lot with noise while long exposures are a problem unless tracking is absolutely perfect.. faster lens are also very expensive.
