Canon FD/FL Adapters - Do they all require a Turn to stop down?

Just got my Canon FD adapter 3 weeks after ordering it from HK.....

Very disapointed that in order to "stop the lens down", a dial on the adapter has to be turned and held, else the spring force of the lens opens it back up..... Is this common with all canon adapters or did I buy cheap and get what I paid for.
