VR and autofocus

I am curious....

Is the Nikon VR system is really "efficient" when shooting at 1/2000 sec or faster ?

When panning in with the VR mode...the VR sensor are update at 1/1000 sec per Nikon info at http://www.nikon.com/about/technology/core/software/vr_e/index.htm

Is the VR can create blur image in panning mode per example if not ready and in continue autofocus and fast Continous mode (ex: 9 fps)?

What is the priority between the VR "ready phase" and the "autofocus" ready ?
