Indeed. However, as a 5DII has a more efficient sensor than a 20D, and a 7D has a more efficient sensor than either, then while the system with the greater number of pixels on the subject for a given perspective, focal length, and framing has the greater reach, it's possible for the system that has the few number of pixels on the subject to have greater IQ.

However, as the more efficient sensors also have the higher pixel density, in practice, the system with the greater reach will have the higher IQ, again, for a given perspective, focal length, and framing.

In other words, if we shoot the same scene from the same position with the same lens on a 20D, 5DII, and 7D, and crop them all to the same framing, the image with the highest pixel density will have the highest IQ not only because it has the highest pixel density, but also because it has the most efficient sensor.
