60mm vs. 100mm on Crop 7D for portraits / macro

With both lenses at f/2.8, which focal length will be better for Head / Shoulders portraits.
Which will be better for head to toe portraits?
You increase background blur by getting closer to the subject (60mm) but also by using a longer focal length (100mm).
When I ask which is better, I mean which will blur the background more and isolate the subject. I.E, more dramatic.
These are also macro lenses, so what would the practical real-world differences be for macro work? With both the EF-S 60mm f/2.8 Macro USM and EF 100mm f/2.8L Macro IS USM work with the 7D's Macro AI Servo?
The cost is $400 vs. $1000, so if I got the EF-S 60mm I could get maybe the 85mm f/1.8 as well... but then I'd have two more lenses without IS.
