The problem here is that Bob's photo is underexposed. He should have aimed his camera at the city and locked his exposure, and then recomposed. Or he could have also used exposure compensation.

The city is definitely way too underexposed, and is badly lacking in both color and detail. I don't see how one can say that it is "over processed". The problem was in the exposure.

If anything, I would do more extensive processing, to recover a photo like this one. Something like this:
