K-x ISO sensitivity vs. Nikon D5000

I was looking at the Pentax K-x review, comparing the high ISO performance against the Nikon D5000. The Pentax was showing a better performance (generally just a bit more noise but much more detail), but when I downloaded the files and opened them in my image viewer that shows EXIF data I found out something strange: both using the same focal lengths, same F-number, same ISO... but the Nikon shotting twice faster (the shutter speed, I mean).

Doesn't this mean that what Pentax calls ISO 6400 is what Nikon calls ISO 3200? How can there be such a difference? Is Pentax cheating? Is it a mistake somewhere? Or maybe different lenses both at F8 can one let in twice as light as the other?

Comparing Nikon's ISO 3200 vs. Pentax's ISO 6400 (both at same aperture and shutter speed) the Nikon is better (much cleaner, though the Pentax still retains a bit more detail in a few areas).
