All polarising filters rotate. The "circular" in "circular polariser" has nothing to do with rotation, or even the circular shape of a screw-in filter, it refers to the type of polarised light it transmits which is called "circular polarised". It is so-named because the wavefront of the light has a circular locus - but there is no need to understand that to use one!

The other type of polarising filter, a linear polariser, looks the same and is equally effective at filtering glare but can cause problems with autofocus and through-the-lens metering.
