5D Mark II - Banding Problem on JPEGs

I am wondering if anyone can help me identify the cause of the banding on the JPEG image (below). I have also included the RAW file, which does not have this issue. The RAW file was processed in LightRoom 2.5. The camera settings were as follows:

5D Mark II, 24 - 70 F2.8L lens, ISO 160, F3.2, 1/1250 sec, B = W circule polarizing filter.

I believe that the camera was set to "portait". Very little image processing was used in Lightroom. The JPEG conversion reduced the image to about 390K.

The bands seems to disappear as the JPEG file size is increased. This does not seem right to me. Are the bands simply the result of a file size or is something else going on?
