Anybody have any ideas on who does this well?

It is important to find out beforehand what equipment they scan with and whether they scan at full resolution. Some places by default only scan at low resolution. But you won't want that if you want archival copies.

Incidentally, Digital ICE doesn't work with Kodachrome, so even if you get a scanner with it, you'd be out of luck. Compressed air and Photoshop are the tools.

ICE should work without problems with Kodachrome with some scanners like the Nikon CoolScan 9000 ED.
