Why no VR on the 24-70?

I've asked this question a few times and I'm interested in finding out how folks feel about no VR present on the 24-70?

My thoughts are these: The 16-85 has VR and the 18-55 has VR so why would Nikon leave VR off such a nice lens? If the 16-85 has VR and the 18-55 have VR (which they do) I would think that there would be a benefit to having VR within this zoom range. I wouldn't think Nikon would have left off VR just because the 24-70 is a f2.8 lens? The new 85mm DX has VR also? Maybe Nikon is coming out with a body with built in image stabilization?
