SSS Effectiveness

This is driving me a little nuts: I am not understanding how effective SuperSteadyShot is on a A700, and how reliable...

Sometimes, the thing will go crazy, and will warn me that I have shake even at 1/125s at 70mm; other times, same lens, same focal lenght, same position, same way of handholding, it tells me it's safe to shoot (I see only one or two bars in viewfinder) at 1/15!

Plus, what can be considered a "safe" assumption as to how much it can stabilize? I was expecting a solid 2 stops, possibly 3 (stabilized lenses easily achieve 3 stops), but reality, for really sharp shots, seems to be between 1 & 2 stops. Is it the general consensus, or something is wrong with me or my Alpha?
