Does Canon intentionally 'cripple' their cameras?

Do you believe Canon deliberately withholds certain features they otherwise could add to their cameras, with the intention of adding the feature in a future generation and thus compelling us to buy the product over and over again (due to incremental upgrades)?

Or do you believe the lack of certain features, such as HD video, is due to technical and cost considerations (not technically possible/too expensive)?
