Actually, it's a heck of a lot easier to get a stable shot while panning than it is trying to hold a long lens on a static object, assuming the motion is predicable and you are using correct technique (such as you would when blasting ducks with a shotgun).

The problem is probably that most folks who rely on VR are jabbing at the shutter release and not panning through the action with their body mass, or else are using glass too heavy for their physical condition.
