Adjusting opacity in Lightroom

Hopefully I haven't missed something completely obvious but I cannot see any way to adjust the opacity of a photo in Lightroom to create that transparent effect look. Given that you can do this in PowerPoint and many other basic programs that are not even dedicated to image manipulation I am surprised that Lightroom does not offer this feature in some way.

I know you can adjust the opacity of various objects such as identity plates etc in various modules but I cannot see any way to give that washed out / see through look to the actual photo either in the develop settings or in any of the output modules and I am curious if there is some set of adjustments that will achieve this look.
