Photographing single persons in public

O.K. photojournalists, here is one for you. Consider U.S. laws only. Can you photograph a person singularly in public without their knowledge? Celebrities are a different classification. In public celebrities are hounded by photographers; yes we know...

Can you follow a person in public, photograph them without being part of a "crowd picture", and do so without their knowledge or permission?

What are the repercussions?
