Dennis your theory is correct but the practice you describe is used
for continuing mass production runs of VERY stable product.
I am confident these first productions runs will be flashed on the line.

Where you are completely wrong: there will be only one or two Chinese
workers flashing the finished cameras. This is a delicate step in
the process. We only want skilled staff on this position as
carelessness can brick the device which will require complete
teardown and rework.

because the camera is assembled in the Philippines...
