Try this:

1. Open your file
2. If it your file has layers, flatten it (select Layer|Flatten Image)

3. Convert the background into a layer (double-click on the background in the layers palette)
4. Change the canvas size to what you like it to be (ALT-CTRL-C)
5. Enter content aware scaling mode (ALT-SHIFT-CTRL-C)
6. Move your image around and size it until you are happy with the composition
7. Hit enter

Alternatively, you may want to try simple cropping as Kent suggested:

1. Select the crop tool

2. Enter 5 into the Width field, enter 4 into the height field. Make sure that the Resolution field is blank
3. Draw the crop rectangle

4. Move it around and resize it to your liking (it will maintain the 5:4 aspect ratio)
5. Hit enter

I prefer the latter method because you can be absolutely sure it doesn't distort the lovely portrait of that dog. The first method may introduce some distortion depending on how strongly you squeeze in the right border.
